Oldham Council has a vision for the next phase of regeneration, to create a high-quality town centre, focusing on redefining Oldham's residential and retail offer alongside the transformative projects of SportsTown and Northern Roots. Oldham Council has selected Muse as development partner to redevelop a series of Council owned brownfield sites in the town centre to deliver new homes, improved public realm and the creation of a vibrant centre which reflects Oldham’s distinctive character. The framework outlines the delivery of a new 2-acre linear park alongside the redevelopment of the retail core. Future developments include a new indoor and outdoor market and events space and a revitalised Cultural Quarter, spearheaded by the recent opening of the Old Library as the new Civic Headquarters.

Strategic Rationale

Oldham sits within the North East Growth Corridor, one of Greater Manchester’s designated Growth Locations, which covers parts of Bury, Rochdale and Oldham,  Given the complexities in delivery and the long term nature of the project – it is considered an MDC would be the most appropriate route to deliver this transformational flagship development.

 

To strengthen place-based integration, the MDC will interface with existing Oldham strategies and frameworks. This includes aligning MDC objectives with the Town Centre Masterplan, plans for SportsTown and Northern Roots to ensure cohesive development, supporting the Education & Skills Strategy to foster local talent and workforce readiness, and complementing housing delivery programmes to meet community needs.
